Chapter One: Introduction

1.1 Background of the Study

Corruption remains a persistent challenge in Nigerian governance, with local governments often being seen as vulnerable to corrupt practices due to their decentralized nature and proximity to local resources. Birnin Kebbi Central Local Government Area (LGA) in Kebbi State is no exception, facing challenges related to financial mismanagement, bribery, and nepotism within its administration (Muhammad & Aliyu, 2024). In response to these issues, local governments across the country, including Birnin Kebbi Central, have implemented various anti-corruption measures. These measures include the establishment of anti-corruption committees, audits, public accountability initiatives, and the promotion of transparency in public service delivery. While these efforts aim to curb corruption, there is a lack of comprehensive studies on the effectiveness of such measures at the local government level, especially in regions with high poverty and political instability (Usman & Lawal, 2025). This study seeks to investigate the effectiveness of local government anti-corruption measures in Birnin Kebbi Central LGA, focusing on their impact on governance and public trust.

1.2 Statement of the Problem

Despite the implementation of anti-corruption measures in Birnin Kebbi Central LGA, there are persistent concerns about corruption in local government operations. Reports of financial mismanagement, diversion of public funds, and lack of accountability continue to undermine public confidence in local governance. This study seeks to assess the effectiveness of the local government's anti-corruption strategies, identify the barriers to their success, and explore the impact of corruption on service delivery and public trust.

1.3 Objectives of the Study

  1. To evaluate the effectiveness of anti-corruption measures implemented by the local government in Birnin Kebbi Central LGA.

  2. To examine the impact of anti-corruption measures on service delivery in Birnin Kebbi Central LGA.

  3. To identify the challenges hindering the success of anti-corruption efforts in Birnin Kebbi Central LGA.

1.4 Research Questions

  1. How effective are the anti-corruption measures in Birnin Kebbi Central LGA?

  2. What impact have anti-corruption measures had on service delivery in Birnin Kebbi Central LGA?

  3. What challenges hinder the effectiveness of anti-corruption measures in Birnin Kebbi Central LGA?

1.5 Research Hypothesis

  1. Anti-corruption measures have a positive effect on reducing corruption in Birnin Kebbi Central LGA.

  2. The implementation of anti-corruption measures improves service delivery in Birnin Kebbi Central LGA.

  3. Limited political will and lack of resources hinder the effectiveness of anti-corruption measures in Birnin Kebbi Central LGA.

1.6 Significance of the Study

This study is significant as it will provide a comprehensive evaluation of the effectiveness of local government anti-corruption measures in Birnin Kebbi Central LGA. The findings will be beneficial for policymakers, anti-corruption bodies, and local government administrators in designing more effective anti-corruption strategies and promoting transparency in local governance.

1.7 Scope and Limitations of the Study

This study will focus on the evaluation of anti-corruption measures in Birnin Kebbi Central LGA, Kebbi State. The study will examine the strategies implemented by the local government and assess their effectiveness. Limitations include challenges in accessing sensitive data due to political resistance and the scope of anti-corruption initiatives that may not cover all forms of corruption.

1.8 Operational Definition of Terms

  • Anti-Corruption Measures: Actions or policies aimed at preventing, detecting, and punishing corrupt practices within the public sector.

  • Service Delivery: The provision of public services to citizens by government authorities.

  • Local Government: The lowest administrative level of government, responsible for managing local affairs and implementing public policies within a specific jurisdiction.
